I thought that 1960 small and large dates were supposed to be equally as common. How come I've checked it seems like hundreds of 1960 and 1960d and can only find large dates?

Small dates are a lot harder to find roll searching especially the 1960P. I have been through around 1.2 million cents and only found maybe five 1960 small dates and not very many 1960-D small dates either.

Supposedly the 60d if a lot easier to obtain then the 60p.
I have not seen many of either, although I have found a couple 60d. They can be had cheaply in BU, and I would suggest going that route.
Rest in Peace

It's only the Philadelphia Small Dates which are uncommon - Denver coins are about equally-distributed.

All are basically the same value. However, in the Red Book the 60 Small Date is listed as $3.00. Regardless of what it may really be worth, with so many millions of the Red Book out there, many people will hunt for that one. Making it sort of scarce.

The 1960-D small dates are much harder to find than large dates. They are nowhere near equal. But they are much more common than 1960 small dates. They also made almost 3 times a many cents in Denver that year.
