Not sure if this is ok to put here so I'll try.. I got this from a house I bought in philly when I joined the Army we moved and that's when I found this in the addict I can't find any info on why they we're issued or anything all input is appreciated

The stamps are Scott #1393D and Scott #1278.

Value is probably no more than $3.

The document? You can buy that from Amazon

Seriously, my guess is during the time when post office issued it, as part of the marketing, they put them to this copy of declaration of independence.
