I came across this listing, and I'm not sure what to make of it. I know I wouldn't buy from him, would anyone else feel comfortable? It is extremely odd to say the least. It could just be me, but it seems like this guy sets himself up so the buyer will never have a chance to get a refund even if the seller is in the wrong.

doesn't look like he has sold anything in the last 6 months and has a feedback score under 90. I wouldn't buy anything from them personally.

Yeah, anybody who achieves 2500 feedbacks with a favorable percentage under 90 isn't getting my money.

He keeps responding to feedback that the buyer didn't pay for their PayPal processing fees....? So if I won an item for $100 with $3 S/H he expects additional funds to cover what he would be charged through PayPal? Does eBays rules allow sellers to tack on additional fees above and beyond the winning total?

That under 90% is just what's been left. Also, he's had issues with PP that wants him to buck the system all to heck.
Me thinks he protests too loud.

I highly doubt they allow their fees to be covered by the buyer. If that was the case they would have a buyer fee not seller fee. Items are assumed to have that built into the price.

I do love how he blames ebay for not allowing returns and says paypal paymets cant be refunded despite the thousands of users daily that list items with returns and all paypal requiring is about 3 clicks to issue a refund

No. Here is ebay's payment surcharges policy:
