I just found this 1983D penny with silver colored rim (zink).The rim is partially covering the lettering on the coin.

Looks like a Dryer Coin. They get stuck in dryers and just roll around . what you see is the zinc core(which started in 1983) of the penny has been exposed. would not come from mint like that. not an error. PMD (post mint damage)
