I have a circulated 1945 Lincoln Cent in decent condition is it worth anything?

Fairly common, probably worth 15 to 20 cents at best.

If you went to buy one it would possibly cost you about $0.15. If you tried to sell it to the same dealer, he would possibly just laugh. Way to common.
