Though it seems obvious, I'm looking to confirm a question in the back of my mind regarding silver proof Euro sets. Am I correct in assuming that the decision to mint (or not mint as the case may be) a silver proof set is solely at the digression of the central bank and/or mint of the member state?

Yes and no - it depends on what you mean by "silver proof set". :) A single member state cannot issue euro circulation coins (or commemorative €2 coins) in alloys or sizes that are different from the regular coins.

However, the question of whether a proof set (consisting of coins with the regular compositions) should be issued or not is indeed up to each euro country. Also, every member state can issue collector coins, and those can be silver proof pieces. Such coins can be part of proof sets ...

Ah, right. As you correctly deduced, you can disregard that word "silver." I'm also working on my US silver(90%) proof sets so I've been using that term quite a bit lately.

Anyway, I've got a pretty thorough circulated Euro coin collection that I've been working on since New Year's Day 2002. I was just curious as to how practical (or possible) it would be to start building a proof collection of all the member states.

While I do not collect proof sets, I am sure that pretty much every euro country has issued them. Not sure about Cyprus and Malta though. This http://www.euro-mintage.com/ is a private page which lists mintage figures; in the last column (on the very right) you see the proof sets. That is the English version; only the extra info (that you see when you move the cursor across the "i") is usually in German ...

Proof sets are not very popular among European collectors due to high prices of them. Many NCLT collectors prefer (at least in Finland) proof but not normal date set collectors. Unfortunately colorized (not officially) 2 euro commems are hotter stuff here than proof ones..
