That is a planchet lamination, a little more interesting than the average lamination since it runs rim to rim.

Assuming that the line is raised I believe it to be a die crack with a good sized chip near/touching the rim. That area
not being a Cud.

Lamination,it does not go to the top rim but "hooks" creating what Indian1 and wquinn are seeing as a chip.
