I think it might grade somewhere around PR-63/64 give or take. These can be tough to grade from pictures since hairlines can sometimes only be seen at specific light angles.

It definitely looks proof like. In addition I think that it is full step eligible. It does look like there is scratches under "Monticello". The face looks clean. I would think that it is either a PL 63-64 with a full step endorsement.

It is a proof nickel, S-mint business strikes were only minted from 1968-1970 in the modern era. It does have some spotting and a few scattered hairlines so I would grade it PR63.
