If it's green and kind of sticky, yes. Better use some acetone to get that off before it eats the surface.

yes, I'm trying to figure out of it is pvc, because it wont come off using the same ways to get pvc off

If it wasn't PVC in the other thread, it won't be PVC in this thread. If acetone didn't remove it, it's not PVC.
