please grade my coin, and could someone tell me if that is doubling and what kind? does the value go up for doubling or shadowing?

Major detractors are anything visible withe the naked eye on the coin that was not on the coin when it left the mint. In this case it would be the spotting visible on the obverse and perhaps a contact mark in the right hand field of the same side.

In my experience If you have to use a magnifying glass to see an something wrong with a coin its generally an MS65+ unless there is a lot of them like hair line scratches, which are usually caused by wiping a coin off or due to cleaning.
