It's a die clash. The dies were set too close in the press, and at some point a planchet did not get fed and the dies smacked together, transferring part of their design to each other. In this case, it looks like it happened several times.
What you're seeing in those close-ups is the outline of FDR's portrait having been transferred to the reverse die.
