Recently I discovered this quarter eagle of my grandfathers with no date. He said he got it in Germany while in the Air Force sometime in the late 1960s or early 1970s. Below where the date should be is three raised spaces on the rim. Any ideas?

Not a real coin. Probably some form of game counter.
