1989 LMC, Doubled FG? Greased Die FG? Just Dont Know!

Take a look at this. What do you think?
-The second line in F on the FG is missing
-FG looks extremely swollen and bold
-The second 9 in 1989 as you can see is much thicker
-Other areas of the coin just look off

Any ideas?

Just a guess on the F, there are so many file/polishing marks that I see , I am guessing,since the FG would be incused in the die that the die had some grease or filings in it? Them mid decade 1980's are a mess aren't they? 85,86,87 and I have found a few 88's that are trash . Lots of plating issues. The 9 looks flatened maybe by a rolling/counting machine?

I would say plating, later die state, or struck through an iota of grease. I think the '83s should be included for the 'worst of the '80s', with all the experimentation with plating that went on. So many bubbles on those too!
