It is an interesting way to get your caused noticed but is it legal to put decals on Canadian currency and circulate them?

I voted no. I don't believe coins should be co-opted to use for political (or other) use.
Where would it end?

When I was living on Salt Spring Island, I participate by putting those stickers on the loonies. While I hoard silver, I have a conscious problem with myself because I encourage the mining industry by doing so. For me we should stop depleting everything on earth, and start thinking about all the consequence of all of our action.
I understand that if we freeze everything it would be very chaotic, especially here where we live, in the court of the king. So we are very spoiled here. I travelled some days a distance that would have taken a whole life for somebody a century ago. I think that everything is moving too much and really fast, one day we will hit the wall.
I question if we need all the gadgets (computer, cellphone, cars, ithis, ithat, etc...) for a good life. Anyway, I think that I'm going a little bit too far from the purpose of this forum which is about the faboulous world of coin that permits me to evade from the reality of life.

No. Putting advertisements of any kind on coins, no matter how worthy the "cause", is a bad idea: from a numismatic standpoint (ruining perfectly good coins), a practical standpoint (the decals might cause coins to be rejected by or jam up in vending machines etc) and from a legal standpoint (defacing currency is illegal in Canada).

Three strikes, they're out.

I'll have to wait and see if one arrives in change. It's an interesting idea and although I don't agree with defacing coins the mint has already done a superb job in suggesting if not encouraging that. I'm tired of our numerous frivolous issues, many with mint-created colouring.
