Well, take a look at this picture and this program may help with rotation issues...The cursor is the (+) sign and if you place it over an angle, it will read the angle with reference to horizontal.

Photoscape has an easy rotation feature too plus a good all around photo editor. Rotate arbitrary is the term for it.
