The texture of the surface with thin white encrustations in the devices is typical of lead. Heft it in the hand. Does it feel like a denser metal?
How much does it weigh?
I would guess that this item may be around 300 years old.
Lead seals used to be used up to about 40 years ago, on electricity and gas meters, as a protection against tampering.
