This is a German 2 pfennig dated 1963 mintmark F, which apart from the area between 9 o'clock and 12 o'clock on the reverse, I grade as GEF.

I received it in my change in Saarlouis in 1977.

Is this a mint error or PMD ?

That looks like PMD to me. A major scrape.
