The language is Arabic, not Turkish.
And here's where the date is located. I've taken your first pic and rotated it 90 degrees clockwise, to make it "right way up":
The top number "23" is the regnal year. The bottom date is the accession year of the Sultan in question, 1223 in the Islamic calendar. Thus the actual date the coin was struck is 1223 + 23 - 1 = AH 1245, which converts to AD 1829.
1.73 grams is the correct weight for a 1 hayriye altin. KM# 638, NGC database entry for it. Unfortunately, the vast majority of these coins are holed and used as ornamentation. You'll expect to pay a premium for an unholed one.
