I bought a annual set from usmint, but there is spot on the coin. If I return the coin set, who will be responsible for paying the return shipping fee? Thank you.

Just spoke to the mint for ya:

In your item there should be a "Master Pack List" with a shipping label for returns. Call the mint: 1-800-872-6468, and reference your order # (also found on the Master Pack List).

The mint told me that YOU would be responsible for paying to return shipping cost up front, but if you call them ahead of time before returning the product, they can start the process to reimburse you the shipping costs you paid out of pocket.

They also would rather you use the same shipping material, make sure you completely fill out the part on the Master Packing List saying if you want a refund/new item, call ahead of time to let them know you are returning the product, and finally: YOU ONLY HAVE 7 DAYS AFTER YOU RECEIVE THE ITEM TO START THIS PROCESS!

You have to pay to return the set to the mint for exchange or refund. As long as it is an annual set of some sort you can use an inexpensive shipping method at the post office. You might be able to get the mint (PBGS) to refund your shipping charges if you call them and explain that you are returning for replacement because of significant quality issues. Which set did you buy and how significant is the spot? Remember that when a single coin in a multi coin set is defective, you have to return the entire set (not necessarily the entire order), you cannot send back part of an item purchased.
