Nope, just environmental damage/stain. If any copper were showing through it would usually be the same color as you see on the edge of the coin and an improperly annealed planchet will usually be very dark on a quarter. Usually an even, one-toned color. Keep lookin'!

Non-alloyed coinage such as CuNi clad is not affected by laminations like alloyed coinage. However, clad layers can split of entirely separate. Unfortunately, your coin suffers from environmental damage.
