The coin looks real but the luster does not. It appears to be cleaned.

Unfortunately, that is not a TPG holder. It's a basement grading job done by the seller. There are several sellers on ebay that do this and it adds no value to a coin. Usually always the coin is no where near the grade on the holder.

Next time retract your bid.

You will in time. The way you learn is look at many many coins. Go to shows, go to dealers, look on the net at slabbed coins. You will learn to see what the real color and original chart wheel mint luster looks like. You will also learn the high points of a coin so that you can spot mild wear.
