I found this listing on the bay, and don't know anything about it.
The logical answer would be that this is a Perth Mint paperweight

I found a 1991 pictured on jaggards >>

So the one in the link has probably been un-gold plated
But there are no pictures of the base on the jaggards link.

Yeah, it's a paperweight. These "trial strikes" have been floating around for a few years now. The first one I found on ebay was being sold as a trial strike and at exactly the same time you could still buy the paperweights on ebay! The only difference was that the paperweight still had green felt on the bottom, and the "trial strike" did not.
