One thing to look for with a partial colar strike (aka "railroad rim") is the unreeded area will squeeze out over the collar and be slightly larger in diameter than the reeded area. I can't tell for sure but I think the unreeded diameter on your coin looks like a smaller diameter so that would indicate PMD of some sort. Check the diameters out and let us know.

Looks like some sort of Magician's coin to me. Are you sure it doesn't come apart at the seam?
