Sort of looks like an 02, as 2 of the markers are present, but primary is to close to date for an 02. Sure looks like a repunched mintmark with elongation to the southwest and a hint of a western bar. A faint "D" mark to the north of primary that borders the date also.

I have been told that the 1960 series had a lot of repunched MM and Double Dies. There are a ton of them on

Looks like it may be a RPM but very minor and damaged.
