2003 Five Dollar Over Inking?

Hi everyone this is a strange bill 2003 five there seems to be over inking in pres eyebrows eyes beard and neck sideburns and top of hair, but the thing that has me jaw dropped is the heart shaped tear under his eye along with the bottom of his nose mid nose and to the right of his hair. How can I tell if that is not ink it does not show through the back and is exact color as his other features.

It may very well be over inking the pattern seems to follow the overall design unlike if someone took a marker to it or something. But I wonder if it is something to get worked up over or not. I have noticed over the years that people don't get overly worked up over a bit of over inking unless it is very flagrant. Best wait for an error person to respond.
