Can a nickel have the original mint luster and be toned? If the answer is yes, how can you determine when it is toned?

Yes it can, and you can tell its toned when its a different color than when the coin was minted. Toning can get very a colorful rainbow, spotted, or just plain turning black, as silver tends to do.

Cartwheel luster and champagne toning are one of my favorite combinations.

Not much Silver in a Nickel. I think the question was for Nickels only. Maybe not. And yes any metal coin can tone from new to old.

Yes I would say a real toned coin can have luster.

Toning does not effect true mint luster unless it progresses to black....the final stage. Then it's pretty much a goner.
