Yes,the message on the rim is definitely written in Morse code. Morse code was used extensively during World War 2, since it was a more reliable form (than voice) of communications able to reach long distances (between planes, ships, etc.). This was the pre-computer era when most homes did not have a telephone. It was very common to send someone a telegram via Western union (sent by Morse code).
Also, the V (said to have been borrowed from American pre-1913 liberty heads) has a double meaning: V Latin for 5 cents and V to depict Winston Churchill's famous two finger salute for victory.
