It is indeed Roman and appears to be Constantine II 317-337 as Caesar.

Actually, I think it is Constantine I RIC VII 27, Rome mint:

Constantine AE Follis. 314-315 AD. IMP CONSTANTINVS PF AVG, laureate, draped & cuirassed bust right / SOLI INVICTO COMITI, Sol standing left, holding globe, right hand raised, R over X in left field, F in right field, RP in ex.
