Does anyone recognize the mark on the obverse side of the 1961 Congo 10 franc coin right underneath the year?

It looks like a designer mark, but I can't find any reference of it. The other marks I found luckily.

I have never seen a mint mark like this before, but that is what I think it is.
It is in the right place where you would expect to find a mint mark.

I think this coin is from the first Congo Republic (1960-65)

By the way, that is one worried looking pussycat on the reverse!

I don't quite agree with you that it would be a mintmark. On the right side of the year sits the head of St. Michael which is the mint mark of the Brussels Mint. On the left side sits the bird from Vogeleer, privy of Brussels Mint. I would expect it to be a designer mark (although the design of that side is a bit less to be proud of the temperature-taken lion)

The CvD mark actually is an abbreviation of the engravers name Carlos Van Dionant.
He is also repsonsable for the engraving of 2 well known belgian pieces:
- 50 francs 1958 in silver to commemmorate the Brussels World exposition
- 50 Francs 1960 in silver to commemmorate the royal wedding between Boudewijn 1 and Fabiola

@Jupke: thanks for your response, but I already knew that (although that doesn't mean it isn't nice for other to know :)) I'm hoping to get an answer. Congo was a Belgian colony, so I'm hoping from some more input from our neigbours.

The mark under 1965 = GAB.

GAB = Georges André brunet

The mark under the Lion = CvD

CvD = Carlos van Dionant

These are the engravers.

This coin is much harder to find than most people realize. Most of them were melted later. Nice find.

As most things, I found it by not looking for it...
The most value for me is in the image of the lion. I always appreciate animals on coins, especially when they are pictured most accurately.
