I just found on the us mint site that listed between march and April is the release of the presidential proof set. HAs anyone heard a more specific date? A friend said that he has pre-ordered them from a company promising a March 20th ship date?

You can "subscribe" to the set and it is supposed to be mailed when available. I did that, because I have found the day the mint makes something new available it is near impossible to get on the site.

I looked on the mint web site however did not see any info on the GW proofs in there product schedule, can you please tell me were you saw it ?

The proof dollar set was delayed due to problems with the edge lettering in San Francisco. The mint dosen't know yet when it will be on sale. Last I read they were saying mid April to early May.

I think I read someone here said on tv there were selling them pre-order don't know how they can do that anyone else see or hear that ?

How can they do it? easy they simply sell them promising them by a particular date. If that date comes up and they can't deliver they give you the option of cancelling or continuing to wait. Most since they have already committed and still can't get them elsewhere will opt to wait. But by offereing the presale early rather than waiting until they know for sure when they will be available they can be the first to "offer" them and get all of the "got to be the first to have it" crowd.
