1) The "E" and the "R" are visible. 2) The knot in the bow at the bottom of the reverse shows a complete band. 3) The kernels in the ear of corn show, although weakly.
The grade may drop to VG-10 if: 1) You are fussy about "LIBERTY". (I am!) 2) You judge the weakness of "United" to be a flaw. Note: the dentals are as strong as the rest of the left hand side. If "United" was poorly struck in the beginning, it would be uncharacteristic as this date and mint are well struck.
The scratches are NOT to be considered in grading the coin. They DO affect the market value.

Are you saying due to the current lower scale grade of the coin the scratches don't make a difference? or overall, in any grade scenario scratches are not to be considered?
