I think these 2 coins are absolutely perfect and spotless. Any second thoughts. The spots on the coins is from the plastic and is only only the plastic...not the coins!

They are nice Franklins, proof 69 probably not, more likely a 65 or 66. Still great coins to have and admire.

65 or 66 even though they are flawless surfaces through my 10x loupe?

I am not the best grader, I tend to collect more on eye appeal. You may have a mark free or "flawless surface" but the strike quality can make the difference in grade quality. The more a die pair is used the less detail it will transfer to the finished product hence the mint states from 60 to 70 for uncirculated coins.

PR69 on a 1959 Franklin would be very unusual. 67s are common and 68s are readily available also. My guess would be PR68 if you can't see any flaws. As noted above: strike, luster, and eye appeal are paramount when grading at that level.

Seems to be absolutely unmarked to me!

The detail on the top half of Franklin's head seems to be lacking a bit.
Slightly worn dies, slightly weaker strike, or perhaps the dies were slightly over polished?

I was looking at the detail only. I do not consider that I know enough enough to grade PF66 to 70.

I'd say they'd average out around 67. Nice proofs.
