It appears to be gilded, about 33.5 mm, with a milled edge.

Google translates 'for enad borgerlighet ' from Swedish as 'for unified bourgeoisie' and 'ägardemokrati' as 'ownership democracy'.

You could ask the Swedish prime minister Fredrik Reinfeldt. ;) Have not seen that piece before, but "Högerpartiet" was a former name of the current Moderate Party which Reinfeldt is the chair of. See http://en.wikipedia.org/wiki/Modera...1938-1952.29 (or scroll to 1.2 and 1.3 as the direct link to the paragraph does not seem to work).
