This coin has a lot going for it; great detail on the obverse, a good strike, no noise from cleaning and a tougher year. But it's hard to miss the solder on the reverse. My questions are as follows:

1. How would you grade it?

2. Would ICCS grade the coin as it sits?

Too nice a coin to risk DIY restoration
"Dipping" is not considered cleaning...

VF-30 details. Won't ever get into a problem-free holder though. There isn't any way to undo damage like that.
