So, it doesn't have $20 worth of silver in it? I am new to canadian coinage.

No it's a 1/4 ounce of silver with a $20cdn face value. So the coin will never be worth less than $20. About $8.50 worth of silver

At 2011 RCM has started a new series of coins: each one has 1/4oz fine silver with the face value of $20, and sold them for $20, so the series have a name "20 for 20". All of them contains only 1/4oz .9999 silver. The coins were presented as NCLT, but they not really "Legal Tender", without getting into the details, you still can deposit them into a bank account, but under some conditions and limitations. Actually, the coins are nice, some of them have really good design, like "Canoe", "Polar Bear" and "Farewell to Penny" So, the "Magical Reindeer" (Rudolph) coin, suppose to be - according to RCM - the last coin in this series.

Did not try it in personal, but the tellers in the bank, I believe, have been educated to accept those coins.
You right - you will not receive immediately your CDN 20.00 for it, but after some time you will see the money on the account.

If not - I'll send it back + another one  According to "that famous story" with the guy, who tried to deposit it to one of the banks - after the manager came + call to RCM, he did agree to take the coins, but only after half a year to put the money to the account.

Every bank in canada will accept them once they speak to the Mint, it's just a hassle. Obviously you didn't read the whole article that was written about this subject.

Obviously you haven't followed the other comments posted in other threads. Everyone says these are NOT accepted anywhere. Simple question: Provide name of bank and city where you can deposit or cash these. Oh right you're going to get your bank teller to phone the Mint.
