No, deep cameo refers to a proof strike where the devices appear to be frosted and the fields are deep black. The contrast between the two will determine if it's cameo or deep cameo.

No. S-Mint proofs were started in 1968 but they were also concurently minted with Business Strike S-mint cents from 1968-1974 and Business Strike nickels from 1968-1970. Business Strike S-mint SBA $1s were also minted from 1979-1981 with 1981 being a Mint Set-only year. There are also the 40% S-mint Uncirculated Ikes from 1971-1974 and 1976(along with the quarter and half dollar for the Bicentennial) but I do not really include those since they were of a different composition and not made for circulation. Since 1982, all circulating-design coins with an S-mintmark will be proofs.
