I need opinions about this coin 1983 the last A in the america has a tail and touching the C
is this a rare coin? and the letters and date looks like double
please need help..

Not a rare coin. I don't see any doubling. The mark connecting the A to the C might be a die gouge or a plating issue. It looks like it might be a mild MAD.
