Looks like a repunched 3 in the date. The original punch was slightly to the right and it can be seen to the right of the top and of the loop of the three.

Hello,

Although it is difficult to tell from the photo but if both areas of the doubling are not the same height then we may have a case of Machine Doubling.

I did not see any repunched date variety for this particular year on the NGC World Coin website.

There is no doubling on other devices including 192. I would think Machine Doubling would have the same effect on close by digits.
