1999 December Quarter With Frosted Cameo Obverse

I found these in a roll of quarters I opened at work this past weekend. The whole obverse of the December quarter has a "frosted" cameo on it. The October quarter, like all of my others from the same series, has a mirror finish on the obverse. Could this quarter have been from a proof or mint set? Could the frosted finish on the December quarter be the result of being struck on new dies? Both quarters seem to have seen little circulation. The pictures bring out tons of scratches that are barely visible in hand on both coins. Thanks in advance!

Frosted proof silver are non magnetic.

Its magnetic. Is the frosted finish the result of new dies then?

Could be many things. New dies, polished dies, different pressure setting on one of the presses, variable annealing temperature, how the blanks were treated...
