Um, no, but thank you for asking. The date and arrows were part of the master die; there's only one way to make the arrows go away.

In zoom, I see a faint but clear outline trace of an arrow to the right of the date. Also a hint of an arrow on the left.

he mentions the "arrows somehow removed". and he started it at .99 cents. so basically a lot of people do not have any idea what they are doing

No the date and arrows were punched into the individual dies. On the smaller coins the date and arrows were punched separately. I don't know if the arrows were incorporated into the date punch for the half dollar but I doubt they were. They MAY have made a new master half dollar hub with the arrows but I doubt that as well. There is also some evidence that the four step Master hub/master die/ working hub/ working die did not come along until the late 1860's. Before that it was Master hub/working die.

It is an altered coin, of course. The arrows on the 'Arrows at date' series of Half Dimes, dimes, quarters, and halfs, are punched. If you look at enough of them you'll see the arrows wobble and wander a bit.
