What Happened To The NFLD 1899 20c Small 99?

Charlton 2013 lists Hooked 99 and Large 99 varieties (with pictures) for the NFLD 1899 20c. Charlton 2012 also included a Small 99 variety. Is this is a mistake/omission in 2013 or was there a reason for removing it? Anyone know?

Those would seem to indicate that it was decided to drop the small 99 as a separate variety. Correct? Would it be less confusing to remove the 'Large' and just list 99 and H99?

My opinion on the matter is that the "small 99" variety was just a weakly struck 99 causing it to appear smaller. To date I have not seen an actual Small 99 Variety over VF30.
There is definitely a low 2nd "9" variety, though.

Barry Borsellino (who is writing quite the comprehensive NFLD variety book, at 375 pages now!)will list 3 varieties of the 1899 20 cent and 2 sub varieties.
TYPE I (a) - Wide Date, Large "9's"
TYPE I (b) - Narrower Date, Large "9's"
TYPE II (a) - Small "9's"
TYPE II (b) - Hybrid Small "9's", Low, Repunched "9"
TYPE III - Narrow Date, Hook "9's", Re-Engraved "S"
