Hey there, I just went through 1000 dollars of quarters from the bank and on my last roll I noticed this one, I do believe its a specimen but would like some more opions thanks

Specimen finish.In 1997 both the BU/PL sets and the specimen sets had this type of finish.
"Dipping" is not considered cleaning...
