Its hard to tell given that the coin has lost most of its luster toned rather darkly. I've never seen one of these in hand graded by a TGP so I wouldn't know how they would handle it. I believe I could safely call it AU, but as far as I can tell it has no wear except for perhaps on liberty's cheek (though these just may be dark toning spots).
I very rarely get these in in any grade though, I think I've seen three in as many years one much worse and one in unc.
