They are selling various color photocopies of othe notes including US currency. They say that the notes had worked in some vending machines which I find hard to believe for such bad copies. Anyhow I really doubt these copied notes were used for practice and training.

Some sellers are willing to sell anything in China to make a buck.

The seller writes:
The Bank of China (Chinese Central Bank) was authorized by the United States Treasury Department to print a few thousand practice notes so that tellers and currency exchangers in China could easily recognize US money. However, the intial round of bills produced still had the words "THIS NOTE IS LEGAL TENDER FOR ALL DEBTS, PUBLIC AND PRIVATE". To make matters worse, the bills were being accepted by some vending machines at tender value. The US Treasury Department requested that version 1.0 of the notes be destroyed, and replaced by version 2.0 (legal tender struck out, lower resolution, smaller size, and features not recognized by machines). US $20.00.

What puzzles me is that the government of China went through the expense of printing several thousand of these bogus bills to educate the tellers and government of Canada agreed (like they did with the selling of energy properties in Alberta to Chinese companies).

Why not use real bills to educate the tellers and then return the bills to circulation? Did the government of China also copy the anti-counterfeit features on the paper bills as well (i.e. watermark, 2 x metalized strips, alignment of the partial "20" on both sides, micro-printing and texturing)

The story is highly likely unreal. It is ridiculious to think that the Bank of China would be making copies like this with out having proper consultations and input from the BEP, U.S. Treasury, and from the Bank of Canada.
