It's from Morocco, French protectorate period. The "1371" is indeed the date, but it's not the AD date. It was struck in 1371 in the Islamic calendar, or 1951 AD.

Listed in the catalogue as KM/Y# 49, worth 40¢ in Very Fine.

Hi Alonm, welcome to the CCF.

The Islamic year does not start and finish at the same time as the AD year, hence the two different AD years in the previous posts.
