Looks like a lamination peel, typical of those you see in 100% nickel coins. I see elements of the 'O' and second 'L' of DOLLAR in the thinner parts of the lamination peel. The cross section of that "cut" looks to be U-shaped. Therefore, it cannot be a strike-through given the depth of that feature - maybe
wert can image that in 3D colour with his funky software.
