It appears the they pressed two coins together until I saw the other side and with that I don't know what to call it. It could be legit but I would not buy it without it being graded...Too many questions.

PMD for sure. The lettering is reversed as if a coin had been pressed into it and the obverse shows circular marks from a drill press or other similar tool.
