Post 2001 (2002- current) oversize errors are almost non existant, and the Jan.2003/2 (date error I just noticed and will be posting a thread on it) Error World Magazine cover asks, "2002 ERRORS, Where are they? Why so few?" mentions that 2 minor off center Lincoln Cents were sold for $500.00 each.
For some reason the uncentered broadstruck dimes seem to escape the "oversize rejection" process that prevents off center, broadstrikes, mulitstrikes, etc. to be packed in bulk and shipped to the counting houses.
I would call your dime a uncentered broadstruck that borders on being a off center strike.
FYI; for a coin to be off center, some part of the design has to be missing, and the reverse side of your coin is complete, the last digit on the obverse side looks to be border line, and if the edge of the digit is missing it can be a off center strike.
It still is a great find (I had to purchase all the ones I have).
