The scratches (above the date and the t) should really abase the grade to MS 64, otherwise the eye appeal is not great.

After market graders are not gods. (doesn't change the coin)
Buy the coin (or not) not the plastic around it.
You know what I mean?

I get the technical grade. However, agree this coin has little eye appeal....imo.

Relatively few marks but like others have said poor eye appeal.

Does not look like an ms65 obverse IMO

This is not an MS65 coin, there are too many very small nicks for that grade.
This coin was not struck with the freshest of dies, I would not be inclined to pay MS64 price for this reason.
I am not enamoured with the blotchy toning, either.
