It looks like this clipped dime blank was jammed in the counter.
I haven't checked ebay in years to see if they still have sellers that had access to purchase the errors found at the counting houses. This piece came from a lot of 100 pieces of damaged errors pulled from their equipment, with a average cost of $1.00 per error back in 2001.
